This does almost everything, but the windows stuff broke due to the error handling. I don't have access to a windows machine, and fixing with the CI as only feedback cycle is not fun :(
I also added GitHub Actions based CI, since this can serve to detect issues on all major platforms in the future.
This is an attempt at speeding up the process of fixing fschutt/azul#348.
