Update workshop library versions #38

Pull request for #36 - workshop updated to use:

  • OpenLayers v4.6.5
  • ExtJS v6.2.0 (this remains unchanged)
  • GeoExt 3.1.0 (not master, but should be simple to update again if there is a new point release)

Changes include:

  • OL, ExtJS, and GeoExt doc links all updated/harmonised
  • ol.css, ol.js, ol-debug.js distributed files all replaced
  • CDN links updated
  • comment added to README.md about versions
