Some people have a hard time setting up the dev env on their local machine, b/c of mixed python versions, etc. (E.g., in my case, some rust-compiler would fail to install.)
This PR provides a containerized dev env, meant for e.g. running tests, linting, etc.
This simplifies setting up the dev env.
