fix CUDA CI by using a windows-2019 image (#7861)

* try to fix CUDA ci with --allow-unsupported-compiler

* trigger when build.yml changes

* another test

* try exllama/bdashore3 method

* install vs build tools before cuda toolkit

* try win-2019
