Liquid `ifversion` (and `elsif`) should not always be true:
content/organizations/managing-oauth-access-to-your-organizations-data/about-oauth-app-access-restrictions.md#L22
The Liquid ifversion condition 'limit-app-access-requests' includes all possible versions and will always be true.
