feat: init repo

[aeddi]

This is a PR to initialize the project:

• Set up the basic structure of a web extension (popup/action, background, content scripts, communication between these different contexts, etc.)
• Establish a basic UI that allows adding / selecting a wallet / provider
• Implement the code to inject a script into a page that can communicate with the wallet
• Build the extension via GitHub Actions, create a release using semantic release, upload the built extensions on release page and put a link latest release in the README
• Add a first script that allows for a direct transaction from the help page of Gnoweb
