Bump hoek, request and fsevents in /openhtf/output/web_gui

Removes [hoek](https://github.com/hapijs/hoek). It's no longer used after updating ancestor dependencies [hoek](https://github.com/hapijs/hoek), [request](https://github.com/request/request) and [fsevents](https://github.com/fsevents/fsevents). These dependencies need to be updated together.


Removes `hoek`

Updates `request` from 2.79.0 to 2.88.2
