WIP MedAss feature that makes dealing with uncool word alerts easier.
Goal: with each uncool word alert, MedAss will also react to them with 🟦 (pulling up the user's notes) 🟨 (PMing the user with a default warning to knock it off) 🟥 (commencing a ban; sending a new message with ban length reacts). If an admin hits one of those reacts, they will trigger the associated action.
Progress: mostly just boilerplate :sheltersweat:
