Adding python 3.13 to the test matrix. Updating old references to versions of python <3.9 which we don't support any more.

Can you wait for #279 ? This includes all the updates to 3.8 -> 3.9

I think this is the only change I didnt capture - although this file is generated so I'm not sure if its the right place to make the change.

Yeah, this file AFAIK isn't actually used by anything.
