In Android Studio's main screen, click "more actions" and select "Virtual Device Manager" from the drop-down manual
Click the button "Create Device"
Under "Select Hardware" choose the type of hardware and system you would like to run. I have chosen Pixel 6 with Android 13 "Tiramisu". If you don't have a preference, choosing along the Pixel line should be sufficient, after that, click next.
Explore and configure things to your liking, after that, click finish, and you will have an Android emulator created.
To run the emulator, go to Virtual Device Manager again, and click the play button next to your created emulator.
