Improve the instructions on the Advice page

Overview

Feedback from Bonnie's Demo recording showed that some parts of the Advice page were either difficult to read or shared inconsistent instructions.

Advice 1

• The examples listed in one line were read more as a sentence instead of separated into different examples. This triggers a more cognitive load

• "Judge" conflicts with the final letter which is addressed automatically to "to whom it may concern." Something like "Jane Doe" could be a better replacement.

Advice 2

• This advice shares that folks should write in complete sentences which may have caused confusion when interacting with short input fields. Update the short input fields on desktop frames  #681 also addressed short input fields but this round of internal usability testing found the confusion to remain. When participants would start to type in the short input field, they would begin writing in a complete sentence instead of typing out a title.

hristina was working on this and explored an option that didn't directly solve this issue so Design returned to this issue during one of our meetings. The team decided to explore removing this page entirely and breaking up the "advice" through tooltips that would appear where it would be relevant. This would also be part of the discussion UXD had on redesigning the Declaration Generator
