eslint rules 🙈

These rules are meant to provide a list of behaviors we consider dangerous and want to avoid. JavaScript sometimes ambiguously interprets code which makes certain stylistic choices in other languages become best practices in JavaScript. The majority of stylistic choices (e.g. single vs double quotes for strings, object property stpacing) is left to any project using this config. Any rules that might be best left to a downstream user is marked with #####
