Release 0.3

This release includes various fixes and changes resulting from testing:

• Only show offers with a service type of 'Offerer service'
• Blow up if agent type isn't set
• Change mapping for inventory to udf_tb02
• Map valuation status value from RT values to AS values
• Fix lobel typo to label for note labels
• Add to access restrictions note mapping to include values from udf_tb06, udf_ta12, udf_ta14
