Adds varying acceleration constraint in python and C++

HI bro, Your code about "varying acceleration constraint in python" seems not appear in the toppra, and the example you pushed can not run . Can you provide some help for the problem of "set acceleration t to be 0 at the start and end point"? Thanks a lot.

@zxfever are you sure you installed the branch correctly?

pip install git+https://github.com/hashb/toppra@dev/varying_accel

here's the output plot from the example.
