update glider_qc.py and its dependency files

-- The glider_qc script has been modified to add functionality to check the arrays of time and the legacy variables -- Other modifications were added to report on skipped processes or issues with the data arrays. -- The qc_config was checked and the missing configuration specifications were added to help complete the QC tests.
