Stumbled upon this with bitcoin#11781, not sure if there are other scenarios that can trigger it, but it's good to harden against this in any case. Background: When fuzzing `Parse(…)` with `libFuzzer` I eventually reached the test case `combo(020000000000000000000000000000000000000000000000000000000000000000)`. The only reason upstream maintains 8 decimals is not to break the API, but there's users that prefer satoshis, see bitcoin#9882 (previously bitcoin#9855 and bitcoin#3759).
An orientiation on how disruptive this is for python tests if we change the default for -rpcamountdecimals to false as in the last commit:
