Adds a link rel="me" tag to the header for verification purpose (green checkmark) on the @Jupyter and @ProjectJupyter Mastodon accounts hosted on Fosstodon. As of 2022-12-19, these accounts are not in active use, but are reserved for future use. (@Jupyter is intended as our primary account; @ProjectJupyter is reserved because it is our Twitter username.)

Adds Mastodon profile link in footer, adds a `link rel="me"` tag to the header for verification purpose (green checkmark)

LGTM - might be worth adding a comment to note why both ProjectJupyter and Jupyter are used, and direct folks to use Jupyter assuming that's the one you want

@jweill-aws - I'm going to merge this one under the assumption that in jupyter/governance#146 you've gotten approval from one of the EC folks in a private channel. This will at least let people distinguish a true from a non-true Jupyter account. I'll add todos there as well for follow ups!
