Adds Mastodon profile link in footer, adds a `link rel="me"` tag to the header for verification purpose (green checkmark)

LGTM - might be worth adding a comment to note why both ProjectJupyter
and Jupyter
are used, and direct folks to use Jupyter
assuming that's the one you want

is intended as our primary account;@ProjectJupyter
is reserved because it is our Twitter username.)
