s1kd-upissue: Standardize options

Added standard -v (--verbose) and -q (--quiet) options to s1kd-upissue to
better fit with the other tools. The previous functions of -v were moved
to -5 (--print), just like s1kd-instance. The existing -q (--keep-qa)
was renamed to -Q.
