• Generate URLClassLoader only once such that ResourceBundle containing translations is cached instead of being loaded upon every request.

• Update unit tests to use static property files for testing resource bundle loading. Remove fallback reload behavior in case external resource bundle is not found.

• Add explicit check if a properties file for an external resource bundle exists. Otherwise, wrong resource bundles are loaded in some circumstances during intergration tests.
