This PR fixes the test: tests.test_api.api_csgo

Updating development or production environments requires the following steps:

pip uninstall steam
pip install "steam @ git+https://github.com/njbooher/steam.git@e5b73f9"
pip install "wsproto==1.2.0"

This is until ValvePython/steam#469 is merged.
