Add integration-1-cpu job to etcd presubmits

Part of etcd-io/etcd#18065, and work towards kubernetes/k8s.io#6102. I added a single job out of the three ones (one, two, and four CPUs). As I want to confirm that the job works as expected before adding the other two ones, then I'll raise another PR to add the remaining ones.

• key etcd-presubmits.yaml using file config/jobs/etcd/etcd-presubmits.yaml
