this pr contains

  • add arm64 build support to docker image
  • github action to lint, test and build docker image
  • scripts/Dockerfile now will build swiff-army-knife binary as a multistage build step and copy to over next stage instead
  • github action will run on push to main branch and some pull_request events synchronize and ready_for_review
