nvidia: Bumps libc binary to stable version #4601

The libc package 9.16 was marked as "superseded" in favor of version 9.17 and removed from Ubuntu official repositories. This commit bumps the package to stable version 9 so it won't change the download link between security updates.

It might make sense to backport to 13.4 branch so we can build and publish a release there. If not we can wait until next week and build 14.4.0.

Oh - and will LTS releases also hit this issue?
