While people are going to use User 1 lets remove some confusion and add the controller role to it.
In addition to that in the installation instructions we should then point to https://www.drupal.org/docs/administering-a-drupal-site/security-in-drupal/securing-the-admin-super-user-1 for disabling it once the site is installed. Where would this best go?
