Hey @millnut , what's the thinking for keeping this in draft for now?

I was trying to test it, and got tied up in tests, which took me over to localgovdrupal/localgov_project#159

But the tests there are not running due to this one.

Which to merge first?

Hi @finnlewis it was seeing if patches-ignore works on the module level, it doesn't so we'll probably need another PR to remove this to get 10.3 working but will need a decision on what we do with Drupal 10.2 support
