Upgrade version of eT clientAPI

ETCCB-460 which is addressed in https://jira.slac.stanford.edu/browse/LSSTTD-1256

NCR signatures

Initial version introducing NCR siganture support - using the eT java client API which is currently distributed as a SNAPSHOT. For this reason, we are tagging a release via GH, rather than Jenkins.
