The task has safeguards against missing input catalogs, so there should be no harm in leaving this on in batch/Jenkins. We've already confirmed that leaving it on does no harm in PP.
The statement was accidentally committed, and shows up in Prompt Processing logs.

This PR turns on solar system processing by default, as this behavior is useful (or, at worst, does no harm) for AP pipelines in any environment.
