Bluefield test release

Fix CentOS build and update BF version

* CentOS build fails because pkgconfig version in CentOS-7
  is 0.27, but the strongswan (5.9.0) requires >= 0.28
  See issue #3406 in strongswan.org

* Change the version to bluefield specific name (BF-5.9.0)
  as we are making changes downstream.
