ci: update llvm builder

What ❔

Use the new LLVM builder with --target-env option + small CI fixes.

Why ❔

To get the latest builder from cargo, facilitate its updates in the future, and simplify CI.

@hedgar2017 , yeah, this happened because I occasionally used Musl LLVM with the GCC tester. Now, everything is ok.
