This PR adds an NSUIImage, which is, of course, not comprehensive by any stretch of the imagination, but rather contains just the pieces I happen to have needed in my own SwiftUI Multiplatform projects to get rid of all those ###s.
I tried my best to match the existing style/format of the repo but I'm happy to make changes if need be.
