Debug and clean up ROS2 "state_estimation" #657

The state_estimation package has been converted but there are errors with the C++ and Python code that needs a resolution.

For this task, check over the package and make sure everything was converted properly. Try to compile it and see what types of errors are there. If the errors mention any dependencies on messages we have not declared yet, ignore it for now.
