feat: bump ui to latest 15.23.13

What problem does this PR solve?:

Add 'get ' capability on cluster group(clusters.cluster.x-k8s.io).
Based on that hide nodepools tab and capi cluster details from configuration(nodepools, storage config), if the user doesn't have permissions. -
