feat: bump ui to latest 15.23.14

What problem does this PR solve?:
Add a fix for workspace and cluster override configMaps which were not getting deleted after disabling the application https://github.com/mesosphere/kommander-ui/pull/6812.

Bumps 2.13 stuff to: https://github.com/mesosphere/kommander-ui/releases/tag/v15.23.14
