[Feature]: Multi-Select Pills

Describe the feature that you would like added

• A partner has been drawing up multi-select pills, but we don't support that in Fluent 2 right now. Design has a spec for selected / active state Tags, and there's a branch for a UI Kit update to have the active state ready in Figma.

Here's the active states:

• InteractionTag Spec
• Tag Spec

The thought is that you'd have a TagGroup for filters, that way keyboard users can just tab to the next thing without having to tab through all the filter tags. Design is waiting on an engineering timeline for the implementation in code before merging their changes. Here's the Figma branch: Tag Refactor - trashtavie - 022924
