Fix the following error:

CMake Warning at cmake/rpc.cmake:41 (MESSAGE):
  Cannot find RPC development libraries.  You need to install the required
  packages:

    Debian/Ubuntu:              apt install libtirpc-dev
    RedHat/Fedora/Oracle Linux: yum install libtirpc-devel
    SuSE:                       zypper install glibc-devel

Call Stack (most recent call first):
  cmake/rpc.cmake:107 (WARN_MISSING_SYSTEM_TIRPC)
  CMakeLists.txt:2070 (MYSQL_CHECK_RPC)


CMake Error at cmake/rpc.cmake:108 (MESSAGE):
  Could not find rpc/rpc.h in /usr/include or /usr/include/tirpc
Call Stack (most recent call first):
  CMakeLists.txt:2070 (MYSQL_CHECK_RPC)
  • Changes comply with the maintainer guide.
  • SHA512s are updated for each updated download.
  • The "supports" clause reflects platforms that may be fixed by this new version.
  • Any fixed CI baseline entries are removed from that file.
  • Any patches that are no longer applied are deleted from the port's directory.
  • The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
  • Only one version is added to each modified port's versions file.

Compile and usage test pass with x64-linux triplet.

Prompts for extra system dev packages considered harmful: Dangerous ABI mix between vcpkg and system libs.

/usr/include/rpc/rpc.h comes with libc6-dev on Ubuntu.
