This Pull Request would enable Doger to use the !soak X [Y] command, which would soak X dogecoins across all users who have been active in the channel in the last Y minutes.
Some supplimentary functions, like !active [X] (to check who has been active in the last X minutes), and !soakignore, to have your name removed from the list of soaked users upon each soak, are also added.
