feature: server plugin system (initial implementation)

This PR adds a plugin system to register server plugins that the Arri CLI can then execute.

Basically:

export default defineConfig({
  server: tsServer(),
  generators: [...]
})

export default defineConfig({
  server: goServer(),
  generators: [...]
})

// etc
