creating and accesing bookmarks and notes is very useful for navigating a pdf all major pdf programs have this feature.

I don't know if something like this is wanted, or planned, however implementing this would require at least that:

1. Firefox product managers decide that the feature itself is actually wanted.
2. Firefox UI/UX provides a design specification, before any work can start.

Adding notes/comments is something we'd like to have at some point (see also https://bugzilla.mozilla.org/show_bug.cgi?id=1863905).

It's not the highest priority, but there were some early design explorations that we could start to share. However, they would need to be completed.

Not sure yet about bookmarks. They should be two separate features anyway.
