Interoperable Fortran stubs are not that easy to produce unless we severely constrain MPI implementations to follow our stubs definitions line by line without using any auxiliary internal Fortran modules.
If we ever attempt to produce MPI Fortran stubs, that should happen in a separate repository after reviewing lots of details.
