Add some missing metadata, like contact details, license and terms of use.
… spec This makes them more compliant with the intent of the spec, which in turn means generated documentation is cleaner

Improve our OpenAPI specification so it's using the latest version of the spec, correctly conveys our intent, and generates more usable documentation.
