This PR closes #133 .

Description
Added md files that were missing for sda-auth and reencrypt. Also added the files to the doc aggregation integration so that they get regularly sunced with the source docs from the sensitive data archive repo.

How to test

You need to have mkdocs installed. Iirc with pip install. Then you can run mkdocs serve from the root of the repo and it should run at localhost:8000.
