Tests needed to be updated after `docs/apilinks.json` was added to the expected assets for `v10.x`. Refs: #2278

First commit fixes the existing testcases for
check_assets.js.Second commit converts the tests to use
node:test.Third commit adds a GitHub workflow to run the tests on changes and regularly.

This is a precursor to extending the tool to also check the R2 staging bucket.
