tests: Add nrfprovision package to requirements-ci.txt

nrfprovision package is required by west ncs-provision command. As we added tests to regression, we need to inform CI, that this must be installed.

Could not find a matching version of package nrfprovision ...
it is provided from nordic-pypi artifactory, so to run tests user must install it manually
