.github/workflows: Add codeql.yml file

This tool runs codeQL github action per PR, per push and everyday
at 4 PM PST.
CodeQL checks the code to find security vulnerabilities and
automatically uploads the results to GitHub so they can be
displayed on pull requests.
Each scan of C language takes ~15 mins and python scan takes
~2 mins.
