Add instance limits to the sound library, and a
dump-infocommand tosndplayto print out all the sounds/flags in an SBK file.This is based on the decompiled 989snd library @Ziemas is working on (https://github.com/Ziemas/dec989snd/blob/main/src/sndhand.c#L77)
