Keep ADIOS2 v2.5.0 for now since 2.6.0 has issues with macOS.

Already bumps our CMake dependency to 3.12.0+ in preparation of #754 (and reflecting the latest change in Spack already).

Slight bump of minimal CMake version from 3.11 to 3.12.
This avoids confusion when building with the ADIOS2 backend that
requires the same minimum in 2.6.0+.
