This PR cleans up the snapping to angle settings by moving away from raw settings.{setValue,value}() functions in favor of the much nicer QML Settings item.
This in turn allows us to only enable snapping to angle for line and polygon layers to fix visual glitches when digitizing against points and geometryless layers.
