libotutil: Remove redundant import of prctl.h

sys/prctl.h already provides prctl.h and adding both imports fails on musl libc:

I'm waiting for a ostreedev member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
