I don't think we should merge until the note clarifies if we're updating

• the runtime
• Integrated Composer containers
• both
  And if we're only updating runtimes, we need to explain why we're only updating that. I would expect both to update at roughly the same time. Different versions in these two places could lead to bugs, or at least confusion.
