For each image page, download the image from its source (whether on an external website, from IIIF, or from within the Rails application) and include the image annotations as text.

Next, for each text page, store the rich text and a list of annotations that are linked with colored anchors in the text. These anchors will mirror the original highlight colors (e.g. a yellow highlight will become a yellow link).
